Regarding the Anomaly
The Light Forces will not give the surface population all their amazing technologies until after the anomaly is removed from the surface population and planet. The reason for this is because when there is anomaly, there is Murphy's Law. Out of nearly 8 billion people on Earth, there will always be plenty of people who will find ways to try to blow up the planet if given a chance.
(Technologies such as tachyon chambers are available though because tachyon chambers clear the anomaly.)
The Light Forces giving the surface population advanced technologies such as replicators before the anomaly is cleared is inviting certain disaster. Even a small portion of the surface population wanting to use these technologies for foul purposes would be enough to cause major cataclysms. For example, someone would have the idea to program a replicator to make mini-nuclear bombs and so forth. When the anomaly is cleared though, probably at The Event, then there would be no ill-will in any portion of the surface population. No one would be 'that idiot who decided to try to blow up the planet.' Not one single person would be that way.
The negative elites and their minions are the primary problem on Earth, but let's face it. In the surface population at large, there are plenty of... jerks. These jerks are not a part of the negative elites and their minions. No. They are just, well, jerks lol! The anomaly they carry makes them jerks, and they wouldn't be jerks anymore in an anomaly-free world. They wouldn't try to do something foul and stupid with the gifts they are given in a world liberated from all anomaly.
Also, the Light Forces would be responsible for anything that would inevitably go wrong if they gave the surface population their technologies before the anomaly was completely cleared.
Light Forces: "You blew up the planet."
Jerks who blew up the planet: "Yeah, but you gave us the stuff to do it! It's on you!"
It needs to be made clear that the surface population is not inferior and immature. The surface population has unlimited potential, but only when all of the anomaly is cleared. It's being cleared quite fast as of late, at least according to what I've been seeing in the visionstate.

The most pragmatic and reasonable course is to give the population advanced healing tech and farming tech, housing and an alternative energy choice so they can better develop spiritually. Food replicators are 100% OK to give to the population because it cant do anything else. Humans once they have basic needs meant are easier to deal with and more reasonable to deal with because nobody will fight over the basics in society anymore.

Remember the way we see the outside, is what we have inside. When we calificate others with destructive calification, we are calificating ourself either.
I stated this in the context of only a small portion of the surface population being jerks. I did not mean that most people are jerks. Because there are so many people on Earth though, a small portion adds up to a large number of people. I meant no negative judgement against the surface population at large.
